San Sai is the district north-east of Chiang Mai, on flat land between the city and the hills further out. Maejo University sits within it, which puts a permanent academic population and its associated housing into an otherwise agricultural district, and the ring road connects the area to the city closely enough that it functions as an outer suburb rather than a separate place.
The housing pattern is estates. Land here was farmland until relatively recently and much of it has been developed as gated or semi-gated schemes of detached houses on their own plots, interspersed with villages, orchards and fields that have not been built on. The result is that quality varies sharply from one estate to the next, and two houses of similar specification a short distance apart can be worth quite different amounts because of the scheme around them.
Buyers here are almost entirely Thai, largely families choosing space and a garden over proximity. This is not a market that overseas purchasers reach often, and the practical questions — title type, estate maintenance, drainage on flat land — do more to decide a sale than presentation does.

Who maintains the roads, drainage, security and lighting, whether the developer has handed over to the residents, and what the monthly charge buys are the variables. A well-run scheme supports every house inside it; a neglected one discounts them all regardless of individual condition.
It is possible but less common, and the structure is the reason. A house on its own land does not fall under the condominium foreign-freehold route, so the arrangements depend on your circumstances and need a lawyer. The buyer pool here is also overwhelmingly Thai, which matters when you come to resell.
Not necessarily, but it does mean the question is worth asking directly. Drainage out here is built by each estate rather than by the city, so it varies. Compare the plot level with the road, ask neighbours about heavy seasons, and view after rain if the timing allows.
Well connected by road and not at all on foot. The ring road makes the drive straightforward outside peak times, and everything about daily life here assumes a vehicle. Anyone weighing this district against a central one should make the journey at the hours they would really travel.
