Central Pattaya is the middle third of a city that runs north to south along one bay in Bang Lamung District, Chonburi. Two roads carry almost everything: Beach Road along the sand, one-way southbound, and Second Road running parallel a block inland, with numbered sois connecting the two into a grid you can cross on foot in a few minutes. Soi Buakhao sits a further block back and behaves as a third spine, busier and more residential than either. Central Festival stands on the beachfront at the foot of Pattaya Klang, and Terminal 21 marks the junction where Second Road meets it.
The residential stock here is condominiums almost to the exclusion of everything else, and it is stacked rather than spread — high-rise towers on small plots, most of them within walking distance of the beach and a mall. That density is the area’s selling point and its main variable. Two units in the same building can look identical on paper and differ completely once you know which way they face, whether the tower in front is finished, and what happens on the soi below after midnight.
Buyers here are predominantly Russian, Thai and Chinese, and the mix shows in how a unit is marketed rather than in the stock itself. Agents who work this area day to day will usually tell you which buildings turn over quickly and which have a persistent overhang of resale units competing with each other — a question worth asking before you decide what yours is worth.

Genuinely walkable within the grid, less so beyond it. Beach Road, Second Road and the numbered sois between them cover most of what a resident uses daily, and the distances are short. Crossing the city north to south on foot is another matter, and the baht buses that loop the two main roads are what most people use for that instead.
Not automatically. Plots along and behind Beach Road are small and have been built on repeatedly, so a view over a low-rise neighbour is only as permanent as that neighbour. Ask what the land in front is zoned for and whether anything is under permit before paying a premium for the outlook, because the premium does not come back if it is built out.
Usually, and for reasons beyond the view. Height puts distance between the unit and the traffic and nightlife noise that carries up from the sois, and it reduces the chance of a future building blocking the aspect. The trade-off is lift dependence in a tower with a lot of units, which is worth testing at a busy hour rather than a quiet one.
The sinking fund position, the state of the common areas, and how much of the building is owner-occupied against short-let. A tower running heavily on holiday rentals feels different to live in and can be harder to resell to an owner-occupier. The juristic person will confirm the financial position in writing, and any agent should ask for it on your behalf.
Different enough that comparing prices across them is misleading. Central is the densest and the most short-let driven, Naklua the quietest and most Thai-resident, Jomtien the longest beachfront with the most Russian-facing marketing. An agent quoting you a Central figure for a Naklua unit, or the reverse, has not looked at what actually completed nearby.
